Since the city wants us to scale back, I figured I'd contribute the following.
Many years ago, I saw a sign over a toilet that read:
"If it's brown, send it down, but if it's yellow, let it mellow."
Meanwhile, Ed Larson's morning missive to me included an excerpt of the emergency powers ordinance saying the mayor is entitled to "issue such other orders as are imminently necessary for the protection of life and property."
Since the fire department will have a rough time putting out fires if we get low on water, Larson argues that this passage can be interpreted as giving the mayor authority to shut down car washes and the like until the water situation is rectified.
