I couldn't reach City Attorney Andrew Costello when I was writing this week's column, so when I found him in his office today, I asked him if Police Commission Chairman Larry Jensen's interpretation of the charter was wrong.
"Wrong may be too strong a word," Costello said.
Costello said that by his reading, the inclusion of the "practical" language serves to give the city an escape clause on buying cars every two years. He also said that the word "practical" is not defined anywhere in the charter.
"Somebody has to make a determination of what's practical, and that's the representartives of the people," i.e., he said, the Board of Aldermen.
The Public Safety Committee meets at 5:30 tomorrow to discuss the issue of the cars.
