Stealing copper

For those of you who would like to read Rep. Herb Russell's scrap metal bill (mentioned in today's paper) for yourselves, here's the text as introduced.

Meanwhile, Bob Flint, executive director of the Springfield Regional Development Corporation, writes:

An observation - and I'm not sure how Vermont legislation could address this - here on the VT/NH border, folks who are allegedly poaching copper from buildings etc. are taking them to NH scrap yards, who perhaps are looking the other way when processing. This bill doesn't address that - and, again, I'm not sure how it could - just a thought.
